A freelancer's quote in Spain has three key figures: the tax base, the VAT that gets added and the IRPF withholding that gets subtracted. Here's how each one is calculated.
The tax base (base imponible) is the sum of every line item before taxes. Both VAT and IRPF withholding are calculated on it, never on the total including VAT.
Most professional services (design, development, marketing, consulting or copywriting) are taxed at the standard 21% rate. There are reduced rates of 10% and 4% and some exempt services, such as certain healthcare or education activities, but they're the exception.
If your client is a business in another EU country with a VAT number, the reverse charge usually applies and you don't charge Spanish VAT. The same generally goes for business clients outside the EU. In those cases, set VAT to 0%.
Formula: VAT = tax base × 21 / 100. With a €1,000 tax base, VAT is €210.
If you're a self-employed professional in Spain (autónomo) invoicing a company or another freelancer, your client withholds a percentage and pays it to the Spanish tax agency on account of your income tax (IRPF). The standard rate is 15%.
In the year you register as self-employed and the following two years you can apply 7%, as long as you didn't carry out any economic activity in the year before registering.
There's no withholding when the client is a private individual, a foreign company with no permanent establishment in Spain, or when your activity is classed as a business rather than a professional activity. If you're unsure about your case, check with your tax advisor (gestoría).
Formula: IRPF = tax base × 15 / 100. With a €1,000 tax base, €150 is withheld.
Total = tax base + VAT − IRPF withholding. That's what the client will actually pay you. Every amount is rounded to the cent, and VAT and IRPF are calculated on the total tax base, not item by item.

A quote is an offer: it isn't declared and has no tax effect. Even so, showing VAT and IRPF lets the client know exactly how much they'll pay. Once they accept, issue an invoice with the same amounts and your own invoice numbering.
